Biography

Professor Mundaca is a Partner in the Washington, D.C. office of the International Tax Services group of Ernst & Young’s National Tax Department.. His practice focuses on international legislative and regulatory monitoring and lobbying, general cross-border planning and structuring, and tax shelter reporting. Recently, Professor Mundaca has been particularly involved with issues arising under the repatriation provisions of new section 965. Prior to joining Ernst & Young, Professor Mundaca served as the Deputy International Tax Counsel in the Treasury Department’s Office of Tax Policy. During his five year tenure at Treasury, he was the principal attorney variously responsible for issues involving transfer pricing, source-of-income, PFIC, international shipping, expatriation, Latin American tax treaties, and possessions taxation. In addition, Professor Mundaca participated in the negotiation of U.S. income tax treaties, representing the United States in international tax forums, including the OECD, and in discussions with the European Union. Professor Mundaca served as Tax Policy’s Senior Advisor on Electronic Commerce.
