Biography
B.A., magna cum laude, Cornell University; J.D., cum laude, Cornell Law School. Professor Gary S. Guzy is the General Counsel of APX, Inc., the leading infrastructure provider for environmental and energy markets. At APX, he is responsible for directing the company’s legal strategy and leading the company’s regulatory and government affairs program. Prior to joining APX, Professor Guzy served as the Global Practice Leader for Climate Risk and Sustainability at Marsh, the world’s leading risk and insurance services company. While at Marsh, he served as the chief strategist on sustainability issues and its spokesperson to the media and at conferences, as well as liaison to partner organizations such as the U.S. Climate Action Partnership, World Economic Forum, Carbon Disclosure Project, Pew Center, Global Roundtable on Climate Change, and others on sustainability issues.
Professor Guzy was appointed by President Clinton and confirmed by the U.S. Senate to serve as the General Counsel of the U.S. Environmental Protection Agency (EPA) from 1998 to 2001. In that role, he served as EPA’s chief legal officer and as a member of its senior management team working with the Administrator to establish and carry out strategic regulatory, legislative, and public relations goals. He previously served as Counselor to the Administrator at EPA and as its Deputy General Counsel, as well as a Senior Attorney at the U.S. Department of Justice, where he handled major environmental litigation from the Everglades to Alaska.
Professor Guzy has practiced environmental law in the private sector as a partner with the law firm of Foley Hoag LLP, served as a consultant to the U.S. Senate Environment and Public Works Committee and the Chesapeake Bay Foundation, and has been a visiting scholar at the Environmental Law Institute. Professor Guzy began his legal career as a Judicial Clerk to the Honorable Elbert P. Tuttle, Senior Judge of the U.S. Court of Appeals for the Eleventh Circuit in Atlanta. Professor Guzy is a frequent speaker at climate change conferences and is a contributing author to the American Bar Association’s book Climate Change and U.S. Law.
