10:30 am Renewable Energy Development Panel

This panel will discuss new ideas and technologies that impact the availability and competitiveness of renewable energy sources, including financing and legal challenges facing the industry.

Moderator: Kathryn Zyla is the Deputy Director of the Georgetown Climate Center, where she directs the Center’s analytical work. She oversees staff research and policy analysis and facilitates multi-state dialogues on issues such as low-carbon transportation and quantifying the benefits of clean energy policies.

Patricia Beneke is as Democratic Senior Counsel to the Senate Committee on Energy and Natural Resources, and has served as Associate Solicitor for Energy and Resources at the Department of the Interior.

Michael Cummings is Senior Vice President, Asset and Risk Management, at Enfinity America Corporation and is an Adjunct Professor at Georgetown University Law Center.

Chris Namovicz is a Renewable Analysis and Forecasting Expert at the U.S. Energy Information Administration. He focuses on Biomass Resource Supply.

Justin Savage is a partner at Hogan Lovells, where he focuses on environmental and natural resources litigation and counseling clients on environmental matters. His prior work includes serving the U.S. Department of Justice Environment and Natural Resources Division for almost ten years.

Raya Treiser recently joined Hogan Lovells following appointments to the Department of the Interior and the White House's Office of Management and Budget, where she worked to improve the permitting process for federal energy and infrastructure projects.

Nicole Tocco is Senior Fellow at Bon Appétit Management Company Foundation where she raises awareness about social and environmental issues related to the food we eat.

12:45 pm Keynote Address

Bicky Corman is the Deputy General Counsel in the Environmental Protection Agency's Office of General Counsel. Prior to holding this position, she worked as the Deputy Associate Administrator for the Office of Policy at the EPA.

1:30 pm Administrative Law and Rulemaking Panel

This panel will discuss how the the administrative process can be used to shape renewable energy regulations and development, including discussion of negotiated rulemaking.

Moderator: Lisa Heinzerling is John Carroll Research Professor of Law at Georgetown. She previously served as Associate Administrator in EPA’s Office of Policy and Senior Climate Policy Counsel to the Administrator of the EPA.

Laura Barhydt is the Assistant General Counsel for Enforcement at the Department of Energy, where she is responsible for ensuring compliance with energy efficiency standards and other DOE regulations.

Mason Emnett is Deputy Director of the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. He previously worked for Skadden, Arps, Slate, Meagher and Flom LLP where he represented public utilities appearing before the Commission.

Paul Gutermann is a partner in the environment and natural resources practice at Akin Gump Strauss Hauer & Feld LLP. He litigates issues under all major environmental statutes and assists clients before Congress and executive branch agencies on policy development.

Doug Smith is a partner at Van Ness Feldman. As General Counsel of the FERC from 1997 to 2001, Doug played a lead role in Commission policy initiatives on electricity, natural gas rates, pipeline certificates, and hydropower licensing reform.
