Clinic Staff (Civil Division)
Ann Marie Y. Hay, Executive Director Ms. Hay began her career with LSIC in 1979 as a Supervising Attorney in the Civil Division. She became Executive Director in 1990. During her over 20 years of service, Ms. Hay has supervised hundreds of students in all phases of the civil litigation process. Her efforts and those of other LSIC staff have been instrumental in creating and protecting the legal rights of tenants under D.C. law. Moreover, she has been responsible for the development of the LSIC curriculum and teaching students in areas of substantive law and trial techniques. Ms. Hay was a Peace Corp volunteer and a public school teacher before earning her law degree from the Georgetown University Law Center in 1978. In 1996, she was awarded the Jerrold Scott Prize by the D.C. Bar Foundation. Joanna C. Day Ms. Day joined LSIC in September 2006. She is a graduate of the American University Washington College of Law and was a Staff Attorney at the Public Defender Service in D.C. before joining LSIC. She interned with our civil division as a law student. Dorene M. Haney Before becoming a civil division supervising attorney at LSIC, Professor Haney was a civil litigation attorney in private practice handling matters on both trial and appellate levels in state and federal courts. She is a graduate of the Georgetown University Law Center where she served as a Staff Editor for the Law and Policy in International Business journal, and participated in the Street Law Program. Professor Haney lectures at the D.C Bar's Landlord and Tenant Training and mentors law firm attorneys handling civil and landlord and tenant cases. Dara J. Morenoff Ms. Morenoff joined LSIC as a Supervising Attorney in October 2006. She completed a clerkship with the Honorable Robert E. Morin in D.C. Superior Court. As a student at Georgetown University Law Center, she represented clients in the Domestic Violence Clinic. She also interned at the Office of the Public Defender in Rockville, MD and at the Washington Lawyers’ Committee for Civil Rights and Urban Affairs. Nathan A. Neal Nathan Neal has been a civil division supervising attorney since 1992. Prior to joining LSIC, Mr. Neal was an Attorney General's Honor Attorney in the United States Department of Justice (Criminal Division), a Trial Attorney in the Asset Forfeiture Office and the Narcotics and Dangerous Drug Section of the United States Department of Justice (Criminal Division), and a Special Assistant United States Attorney for the District of Columbia. He received his law degree from the Howard University School of Law in 1987. Mr. Neal was a recipient of an Outstanding Service Award for his work with the United States Attorney's Office for the Eastern District of Virginia. He was the Regional Director for the National Black Prosecutors Association from 1991 to 1992. Karen J. Powell Ms. Powell is a former LSIC student attorney who joined our staff after her graduation from Howard University Law School in 1998. She was a civil division supervising attorney until 2001. She then worked for the U.S. Commodities Futures Trading Commission, Division of Enforcement, and as a Worker’s Compensation Review Contractor in Annapolis, MD. She rejoined our staff in July 2006, and expects to receive an MFA in Creative Writing from Lesley University in June 2007.
