    This seminar addresses global information and communications technology (ICT) regulation and policy. In particular, it offers a multi-faceted view of the legal, economic, policy and technological underpinnings of global ICT. We will examine 1) key national and regional approaches to ICT; 2) the roles of key intergovernmental institutions and regional organizations (e.g., the International Telecommunications Union, Internet Governance Forum (double checking title), the the World Trade Organization) in shaping and promoting regulatory policies; and 3) the key issues posed by emerging technologies, such as Voice over Internet Protocol and WiMax. This seminar will also examine key nations' domestic telecom laws and policies governing international telecom services, wireless and satellite services, and spectrum management. Specific focus is on the challenge that deregulation and new technologies presents to established international regulatory regimes. Grading shall be based on the exam, student's class presentation and student's contribution to class discussion throughout the semester.
