MoveOn.org; the Federalist Society; Amnesty International; and the Muslim World League. Across the spectrum and around the world, these and other “civil society organizations” set policy agendas, deliver humanitarian relief, and shape societies.
What law governs these groups? What does it say? And who are the lawyers?
This seven-week seminar examines the international and comparative law of civic participation, from Afghanistan to Zimbabwe. Live Skype conversations are planned with jurists in Iran, Iraq, Nicaragua, and elsewhere. Recent classes have, for example, spoken with a senior justice at the European Court of Human Rights; a World Bank counter-terrorism strategist; and the attorney for a U.S. charity convicted of terrorist ties.
Students will study real-world best (and worst) practices for NGO regulation, as well as strategies for rights advocacy in politically hostile environments. The instructors will stage mock negotiations and UN General Assembly debates. Interested students will be considered for internships at the International Center for Not-for-Profit Law (www.icnl.org).

Attendance at all class sessions is required and all enrolled and waitlisted students must attend first class to be enrolled. In the Fall 2009 semester, class sessions will be held on the following seven Thursdays: 9/3, 9/17, 10/1, 10/15, 10/22, 11/12, and 12/3.
