Professor Carlisle is a Member of the Miller & Chevalier Chartered where her practice focuses on advising flow-through entities, such as partnerships, limited liability companies and Subchapter S-corporations, and C-corporations on both domestic and international tax issues. Professor Carlisle has testified before the U.S. Congress and the Internal Revenue Service, obtained numerous IRS private letter rulings, achieved favorable administrative and judicial resolutions of tax adjustments proposed by the IRS, obtained refunds of overpaid U.S. taxes, and successfully contested proposed foreign tax adjustments through tax treaty provisions.

Before joining Miller & Chevalier, Professor Carlisle was a Partner at White & Case and Cadwalader, Wickersham & Taft. She was also in government service with the U.S. Department of Treasury as the Special Assistant Secretary for Tax Policy during the consideration and enactment of the Tax Reform Act of 1986. While at the Treasury Department, Professor Carlisle advised senior Treasury, White House and Congressional officials on domestic and international tax issues and is the Co-Chair and Speaker at the Practicing Law Institute “Tax Strategies for Corporate Acquisitions, Dispositions, Spin-offs, Joint Ventures, Financings, Reorganizations and Restructurings” Seminars. Professor Carlisle is also Co-Chair and Speaker at PLI’s “Basics of International Tax” Seminars and a Speaker at PLI’s “Tax Planning for Domestic & Foreign Partnerships, LLCs, Joint Ventures & Other Strategic Alliances” Seminars. Professor Carlisle is a former Chair of the Tax Section of the District of Columbia Bar, a Fellow of the American Bar Association and a Member of the American Law Institute
