B.A., J.D., summa cum laude, Michigan State; LL.M., New York University. Professor Decker is currently a Senior Technician Reviewer in the Office of Chief Counsel of the Internal Revenue Service. In this position, he reviews and issues letter rulings on transactions involving large corporate restructurings involving divisive and acquisitive reorganizations, liquidations, incorporations, and related events. Professor Decker is also involved in guidance (revenue rulings, revenue procedures, regulations) published on matters relating to reorganizations and he assists in developing legal arguments pertaining to examinations, audits, and litigation. He has served as a Tax Consultant at both Deloitte Tax LLP, Washington, D.C. and Arthur Andersen, LLP, Office of Federal Tax Services, Washington, D.C.
