Based in New York, Dawn focuses on the taxation of domestic and foreign partnerships/joint ventures. Dawn works on a broad range of domestic and international partnership/joint ventures involving various industries and areas with a primary focus on transactional tax planning involving the organization, operation, reorganization, and liquidation of partnerships/joint ventures, as well as dispositions of interests in partnerships/joint ventures. Dawn’s experience also includes working with clients in both the real estate and financial service sectors (e.g., review of partnership agreements, computation and review of Section 704(b) and Section 704(c) allocations, and tax basis calculations). Dawn re-joined Ernst & Young LLP in January 2008 after working for nearly four years as a Tax Counsel/Senior Manager for General Electric Company (GE) in their Corporate Treasury Tax group in Stamford, Connecticut. While at GE, she worked on a broad range of domestic and international tax issues and planning in connection with business/product expansions, restructurings, acquisitions, joint ventures, and divestures for its various industrial and financial service businesses, including: (i) foreign partnership/joint venture planning; (ii) debt/equity analyses; (iii) foreign currency issues; (iv) foreign tax credit planning; (v) planning and implementation of local debt and offshore funding platforms; and (vi) development of tax controllership and related documentation requirements for the implementation of an external software platform for managing intercompany debt. From 2001-2004, Dawn was a member of Ernst & Young LLP’s International Tax Services group both in the Mid-Atlantic and the National office. Prior to joining Ernst & Young LLP, Dawn worked for another big four accounting firm in McLean, Virginia. Dawn has a B.S. in Accounting, summa cum lade, and Master of Accountancy (Taxation) from Virginia Tech and a J.D. from Georgetown University Law Center. She is a certified public accountant in the state of Maryland, the District of Colombia, and the state of New York.
