Biography
Howard Shelanski received his J.D. from Boalt Hall in 1992 and his doctorate in economics from UC Berkeley in 1993. After graduating from Boalt, he clerked for Judge Stephen F. Williams of the U.S. Court of Appeals for the D.C. Circuit, Judge Louis H. Pollak of the U.S. District Court in Philadelphia, and Justice Antonin Scalia of the United States Supreme Court. Before joining the Boalt faculty, Professor Shelanski practiced law with the Washington, D.C. firm of Kellogg Huber Hansen Todd & Evans.
Professor Shelanski has twice taken leave from teaching to work in government. From 1999-2000 he served as chief economist of the Federal Communications Commission and from 1998-1999 he served as a senior economist for the President’s Council of Economic Advisers at the White House.
Professor Shelanski's teaching and research focus on antitrust, regulation, and telecommunications policy. In 2004, he received the Rutter Award for Teaching Distinction. A selection of his recent scholarship can be found by clicking the publications link above.
