He concentrates on a wide range of international issues, including federal regulation of international trade and investment, international commercial arbitration, NAFTA, Chapter 11 proceedings, and international art law. Previously, Professor Feldman served as Deputy and Acting Legal Adviser to the Secretary of State and practiced law in the private sector. At the State Department, Professor Feldman was responsible for legal issues related to the conduct of U.S. foreign policy, including trade and investment, illicit payments, claims, economic sanctions, political-military affairs, international law enforcement cooperation, oceans, and environment and maritime boundaries. He was particularly involved with Canada, Mexico, Cuba, Panama, China, Japan, Europe, the former Soviet Union, Vietnam, and the Iran Hostage Crisis. Professor Feldman accordingly holds special expertise in foreign legal systems, international financial issues, extraterritorial application of U.S. law, and international judicial assistance.
