Professor Fitzgerald is a partner in Norton Rose Fulbright's Project Finance Group. Prior to joining the firm in 1993, Professor Fitzgerald spent eight years with the Overseas Private Investment Corporation, the U.S. development finance institution that provides project financing and political risk insurance in connection with private sector projects in developing countries. At OPIC, he was Associate General Counsel for Finance (OPIC's chief counsel for its finance program) from 1990-1993, and was Associate General Counsel for Insurance (OPIC's chief counsel for its political risk insurance program) from 1988-1990. During his career, he has represented multilateral and bilateral development finance institutions, export credit agencies and commercial bank lenders, as well as project developers, in structuring, negotiating and documenting international project financings of energy and infrastructure projects in developing countries. He has also represented lenders on workouts and bankruptcies, and companies on expropriation claims against foreign governments and under political risk insurance contracts.
