In this capacity, he is the principal adviser for the Majority on legal matters related to the work of the Committee, including treaties and legislation. Prior to joining the SFRC, he was an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State, where he handled counterterrorism, law enforcement, intelligence, and other matters. Mr. Keller was a law clerk to Judge Royal Furgeson, U.S. District Court for the Western District of Texas, and in the Office of the Prosecutor at the International Criminal Tribunal for the former Yugoslavia (ICTY).
