David Neal is currently the Chairman of the Board of Immigration Appeals, the highest administrative tribunal on immigration law in the United States and a component of the U.S. Department of Justice’s Executive Office for Immigration Review.

He has served in several immigration positions in that agency over the last twenty years, including tenures as the Vice Chairman of the Board of Immigration Appeals, the Chief Immigration Judge, an immigration judge, an attorney advisor to the Director of the agency, and as an attorney advisor to the Board of Immigration Appeals. His experiences outside the agency include positions as a chief counsel to the Senate Immigration Subcommittee, private practitioner with an immigration firm in Los Angeles, the Director of Policy Analysis with the American Immigration Lawyers Association, and founding editor of Bender’s Immigration Bulletin.

Prior to his legal career, he worked in stateside refugee resettlement and with inner city non-profit organizations in metro Boston.
