Professor Pemberton is Partner at Covington & Burling in Washington, D.C., where his practice includes government contracts, litigation and civil rights matters. He is vice-chair of the firm's public service committee, which coordinates the firm's pro bono work. Since 1984, he has handled civil rights class actions on behalf of inmates at the District of Columbia's Lorton prisons. He is a member of the board of directors and past president of D.C. Prisoner's Legal Services Project, Inc. He is also a member of the Committee on Pro Se Litigation of the United States District Court for the District of Columbia and Vice President of the Indigent Civil Litigation Fund.
