B.A., summa cum laude, Yale; J.D., cum laude, Harvard. Professor Plotkin is a Partner at Covington and Burling LLP where he focuses his practice on financial services regulation, information technology and national security. He has represented many Fortune 500 companies, including both banks and non-banks, on matters before the four federal banking regulators, the FTC and other domestic and foreign regulatory agencies. These matters include de novo bank charters, mergers and acquisitions, activities and structures, electronic banking, data privacy, security breaches, anti-money laundering and BSA compliance reviews, and compliance with the USA Patriot Act, Gramm-Leach-Bliley and other laws. He is recognized for his expertise in IT security, electronic commerce and pioneering novel banking powers and services. In the national security arena, Mr. Plotkin represents clients before the Committee on Foreign Investment in the United States (CFIUS) in obtaining Exon-Florio approval for foreign investments in U.S. critical infrastructure. His experience includes negotiating several of the most significant, complex and sensitive national security agreements with the U.S. government in recent years.
