Before taking that position, he served for fourteen years as an attorney in the Appellate Section of the Tax Division of the Department of Justice, writing briefs and presenting oral arguments in tax cases in federal courts of appeals across the country, and participating in the writing of briefs on the merits in nearly a dozen cases in the United States Supreme Court. As an adjunct professor he has taught at the law schools of American University and of the University of the District of Columbia.
