Professor Starling recently retired as a partner of DLA Piper LLP (US) and attended the University of Cambridge where he earned the LLM degree in 2013. He practiced antitrust law in Washington, DC for 40 years, specializing in matters involving mergers and acquisitions.  In addition to litigation and counseling, Professor Starling is experienced in legislative practice.  He had an extensive career in government prior to entering private practice.  Professor Starling has served as Deputy Assistant Attorney General in the Antitrust Division of the U.S. Department of Justice; Chief Antitrust Counsel of the Senate Judiciary Committee; Assistant Director for Litigation (Bureau of Competition) at the Federal Trade Commission; antitrust counsel to the House Judiciary Committee; and an Assistant U. S. Attorney.  He has previously taught antitrust law at GULC as an adjunct professor. Professor Starling's publications include "Antitrust Defenses in Physician Peer Review Cases," 63 Antitrust Law Journal 399 (1995) and "Trade Restraint/Antitrust Issues in Health Care," J. Royal Society of Health (U.K.) (June 1996 Supplement).
