Christopher Thuma is Counsel at Bancroft PLLC specializing in national security law and crisis management. Prior to returning to Bancroft in 2013, he served in various positions in the Office of General Counsel of the Office of the Director of National Intelligence (ODNI), including as Principal Deputy General Counsel from 2010 to 2012 and as Senior Legislative Counsel from 2007 to 2009. In this capacity, he provided legal support to the Director of National Intelligence (DNI) to fulfill his statutory responsibility to ensure compliance with the Constitution and laws of the United States by elements of the Intelligence Community and advised all components of the ODNI on a multitude of legal issues including intelligence and national security law, cyber security, foreign investment, privacy, contracting and fiscal law, international law, congressional investigations and legislation, and litigation. He also served as the Designated Agency Ethics Official and was responsible for the ODNI's ethics program. While at the ODNI, Mr. Thuma played a key role in numerous critical national security matters, to include working closely with Congress to modernize the laws governing electronic surveillance activities and serving as the DNI's legal representative to several special task forces established by the President to review questions of law and policy related to the detention of terrorist suspects. Mr. Thuma was awarded the Intelligence Community Seal Medallion by the DNI in 2013 for distinguished meritorious service and invaluable contributions to the security of the Nation.
Mr. Thuma originally joined the Intelligence Community in 1995, where he served with the Central Intelligence Agency (CIA) in a number of overseas and domestic assignments. Beginning in 2003, he worked as a consultant to various elements of the Intelligence Community, including with the CIA's Weapons Intelligence, Non-Proliferation, and Arms Control Center, monitoring foreign government compliance with treaty obligations and analyzing complex commercial transactions involving dual-use technologies. Before returning to public service with the ODNI in 2007, Mr. Thuma was an associate and founding member of Bancroft PLLC.Mr. Thuma earned his J.D. from Thomas M. Cooley Law School, and a Master of Laws (LL.M.),cum laude, in international and comparative law from the Georgetown University Law Center.
