Robert Weiner is a partner and former head of the Litigation Practice Group at Arnold & Porter LLP. He rejoined the Firm in 2012, having served as Associate Deputy Attorney General at the U.S. Department of Justice since 2010. At the Justice Department, he oversaw the defense of the Affordable Care Act from the outset of litigation through the arguments at the Supreme Court. In addition, he handled sensitive negotiations involving bank secrecy, and dealt with difficult issues in areas ranging from antitrust and financial reform to national security and Congressional investigations.

In private practice, Professor Weiner has been both a trial lawyer and an appellate advocate. He has litigated First Amendment and other constitutional challenges to state and federal laws, served as national coordinating and trial counsel in product liability and toxic tort cases, defended private clients and government officials in media-intensive Congressional investigations and regulatory inquiries, advised the September 11th Commission regarding Executive Privilege, and represented the State of Israel in litigation involving national security policies.

From 1997-98, Professor Weiner served as Senior Counsel in the White House Counsel's Office, where he dealt with the legal aspects of major legislative and public policy issues confronting the Nation, including climate change, civil rights, financial reform, and privacy.. In 1987, Professor Weiner was an Associate Independent Counsel. Professor Weiner began his legal career as a law clerk for Judge Henry Friendly of the U.S. Court of Appeals for the Second Circuit and for Supreme Court Justice Thurgood Marshall.
