Georgetown University Law Center has recently established a new State-Federal Climate Resource Center. Known as the Georgetown Climate Center (or GCC), it is the first Center of its kind to focus exclusively on the state-federal relationship and to promote the role of states in climate policy. GCC Featured Content:

  • States in the Lead. The GCC teamed up with UCLA's Emmett Center on Climate Change and the Environment to host a daylong workshop that explored best practices and new technologies aimed at reducing emissions and energy use. The September 25 event drew nearly 100 state, local, and federal leaders, who heard a keynote address from EPA Assistant Administrator Gina McCarthy.
  • Summary of Kerry-Boxer bill. The GCC has compiled a summary of state-related provisions in the Clean Energy Jobs and American Power Act.
  • Waxman-Markey Allocation Analysis. The GCC, working with World Resources Institute, released this analysis of allowance funds to states and energy consumers in the Waxman-Markey bill. The charts detail state-by-state allocations to households, small businesses, industries, and other interests, as well as allocations to states for clean energy and other programs. The analysis was the basis for this July 29 press briefing.
  • Summary of Waxman-Markey bill.The GCC released a summary of state-related provisions and this table of allowance allocations contained in the American Clean Energy and Security (ACES) Act of 2009 (the “Waxman-Markey” bill), as passed by the House of Representatives on June 26, 2009. Summaries and analyses of previous versions of the bill can be found on our climate legislation page.
  • Governors' Energy and Climate Coalition.The GCC played a key role in bringing together 31 governors who signed on to a Statement of Principles regarding climate change and energy policy. The newly formed coalition pledges to work with Congress and the Administration in developing strong state-federal partnerships on climate and energy policy and to work toward common goals.
