State-related Provisions

• State provisions in House-passed bill.  This document provides an overview of state-related provisions contained in the U.S. House of Representatives (June 26, 2009).
• State provisions in Committee-passed bill. This document summarizes the state-related provisions in the bill passed by the House Committee on Energy and Commerce (May 21, 2009).

Allocations

• Analysis of state and consumer allocations. The GCC, working with the World Resources Institute, analyzed the distribution of allowances to states and energy consumers as contained in the Waxman-Markey bill. These charts detail state-by-state allocations to households, small businesses, industries and other interests, as well as allocations to states for clean energy and other programs.
• Allocation summary tables. These tables provide an overview of allowance allocations in the House-passed bill.

The GCC released these two comparisons of adaptation provisions contained in the Waxman-Markey bill:

• Committee-passed (May 21, 2009) and the House-passed (Jun 26, 2009) versions of HR 2454;
• Waxman Markey Discussion Draft (Mar 31, 2009) and the Committee-passed version of HR 2454 (May 21, 2009).
