International Assistance for Soviet-Designed
Nuclear Power Plants: Is It Necessary?

This note identifies the safety problems
of Soviet-designed nuclear power plants (NPP), using
the Bulgarian MP Kozloduy as a case study. The author
discusses the interests of the international community
in upgrading the safety of Soviet NPPs and assesses
the major sources of foreign aid available to improve
nuclear safety in the Central and Eastern European
countries and the former Soviet Union. Haydoutova
examines improvements in NPP safety and identifies
problems and solutions for dispensing foreign assistance
in this area. She concludes by recommending ways to
make foreign aid better serve the interests of donors,
recipients, and the entire global community.
