Reforming Urban School Systems: Putting the Public Back
in Public Education

Beginning with the Hartford Public School District, the Article explores and analyzes Hartford's failed attempt at using a private management company to effectuate substantive reform. Using this example as background, the Article illustrates the issues and difficulties that arise with the private management of public schools. Next, the Article explores the concept of "social capital" and its importance as a catalyst for positive change. Social capital is a community's capacity for efficient, coordinated action and is based upon the strength of that community's interpersonal connections. This concept is further developed and supported in an analysis of the Chicago Public Schools' recent reforms. Ultimately, this Article concludes that improving public education in America's urban centers requires the development of social capital and the creation of engaged public participation in reform efforts.
