On June 19, 2006, the U.S. Supreme Court handed down decisions in two wetlands cases, Rapanos v. United States and Carabell v. Army Corps of Engineers.  The panel will examine the legal significance of these decisions and their implications for federal regulatory policy and for the balance between federal and state authority over wetlands.
