Rep. Harman, in her sixth term, is the Ranking Democrat on the House Permanent Select Committee on Intelligence and a member of the House Select Committee on Homeland Security. Her speech will address weaknesses in the current legal framework that created the conditions under which the abuses at Abu Ghraib, Guantanamo Bay, and elsewhere occurred.  She will articulate a new legal framework designed to both respect human rights and allow for effective intelligence gathering. Rep. Harman will also evaluate the roles of Congress and the judiciary in implementing this framework.
