NOTE:

The 1996 Solomon Amendment provides for the Secretary of Defense to deny federal funding to institutions of higher learning if they prohibit or prevent ROTC or military recruitment on campus. The Amendment's constitutionality will be determined by the Supreme Court in the case of Rumsfeld v. FAIR, which is scheduled for oral arguments on December 6, 2005.

This panel, which is sponsored by the Georgetown Law Federalist Society, will examine the controversial amendment  -- including whether a denial of federal funds to a university infringes upon its speech and associational rights.
