Joseph E. Schwartz is a Senior Advisor to the O'Neill Institute. He is also the Chief Executive Officer of Intelligent Automation, Inc. (IAI), a mid-size privately held advanced technology firm primarily serving the defense community. IAI specializes in cyber-security, networks, signal processing, sensing and communications, robotics, and air traffic management. Since joining the firm as CEO in 1997, IAI has grown in revenue from $3 to $31 million, and its staff has grown from 18 to 140. During this period, the firm’s revenue has increased every year, with consistent profitability. Under Dr. Schwartz’ leadership, IAI has obtained appropriate facility security clearances, recruited a cleared staff, addressed complex ITAR and other export control issues, partnered with the largest prime contractors and with many universities, and earned a position of respect in the R&D community by winning fully competitive awards against industry giants, solving difficult technology and operational challenges, and delivering excellent products and services.
IAI principal clients include all military branches, NASA and the prime contractor community. Its work focuses on R&D of hardware and software systems contributing to major programs. Dr. Schwartz has driven IAI’s transition to become proficient in marketing products deriving from its research. He is responsible for IAI’s development into a mature organization with a record of achievement in delivering innovative products and services, outstanding financial and technical performance, and management and staff excellence.
Dr. Schwartz’ career spans private sector leadership, government service, and the educational and not-for-profit communities. He serves on the Board of Directors of Intelligent Automation, Inc., and the industry-wide Small Business Technology Council. He has also been a member of the Advisory Board for Graduate Business Programs at the University of Maryland University College.
Prior to joining IAI, Dr. Schwartz was Senior Vice President at The Orkand Corporation, a Washington consulting and information technology services firm. He served at Orkand from 1980 to 1997, during which period Orkand grew from a small consultancy of 20 persons to a 2000 person firm. At Orkand, Dr. Schwartz led one of the two operating units, and directed its work in the defense and intelligence communities.
Prior to his service at Orkand, Dr. Schwartz was a Presidential Exchange Executive under the auspices of the President’s Commission on Executive Exchange, a White House program. Earlier, Dr. Schwartz was a member of the staff of the American Association of University Professors, then the nation’s largest organization of college and university teachers and researchers.
Dr. Schwartz was awarded a Ph.D. in Political Science from Temple University. He was Instructor of Political Science at The Pennsylvania State University, Ogontz Campus and has also taught at Syracuse University, Temple University, Lehigh University and American University.
