World Health Organization Public Health Law Manual

The Issue in Brief

In collaboration with the World Health Organization (WHO) and the International Development Law Organization (IDLO), the O’Neill Institute is finalizing The Public Health Law Manual: Law Reform as a Tool for Improving the Population’s Health (PHLM), which will provide guidelines to countries looking to implement and improve national public health laws.

The PHLM is currently being circulated among a core group of reviewers and will be released in the coming year. The PHLM stems from the Public Health Law Consultations, which were co-sponsored by WHO, IDLO, and the O’Neill Institute in 2009 and 2010. The consultations included representatives from WHO, the United Nations Food and Agriculture Organization (FAO), the World Bank, UNAIDS, IDLO, the O’Neill Institute, United Nations Development Programme (UDOP), and civil society organizations and academic institutions from around the world.
