Strengthening Controls on Smokeless Tobacco

The Issue in Brief

The O’Neill Institute developed a comprehensive white paper, “Smoking Abroad and Smokeless at Home: Holding the Tobacco Industry Accountable in a New Era.” This paper detailed the tobacco industry’s two-pronged strategy in response to the recent increase in regulation of and stigma associated with cigarette smoking in the United States; namely, heavy marketing of cigarettes abroad, particularly in the developing world, and of smokeless tobacco in this country. The paper explained the dangers these developments present to the public health and made recommendations on protective legislative and other policy measures in response.
