Program on International Business and Economic Law (PIBEL) ruler

    Georgetown University Law Center has an exciting Program on International Business and Economic Law. PIBEL will encourage theoretical and policy-oriented discussion, writing, and teaching in international business, finance, and trade law. A major focus is to promote, through specific projects funded by grants, the rule of law as a key component in the growth of market economies and democracy in developing and transition countries.

    The Program's activities includes visiting speakers and scholars, conferences on challenging issues, various publications, and occasional co-sponsorship of continuing legal education programs. The PIBEL Advisory Board includes Georgetown faculty as well as senior business leaders, government officials, and private practitioners. The Board provides ideas, guidance, and energy to the Program. Carolyn Lamm, a leading international practitioner and former President of the D.C. Bar, chairs the Board. Students are also encouraged to participate in the Program's activities, though PIBEL does not offer regular courses or credits.

    The Program is part of a consortium that recently learned it is one of six that have been selected as qualified to compete to receive various grants from the U.S. Agency for International Development (AID) that will total up to $2.4 billion over several years.  These grants would be for projects in a broad area labeled Commercial Legal and Institutional Reform.

    Among PIBEL's major efforts in the past was a project during 2000-2003 to help Indonesia implement its new competition law and understand the law's links to trade and market access.  The Indonesia Project was funded by over $880,000 in grants from U.S. AID.  Another project involved helping a new private business school in Uzbekistan and was supported by a grant from the Eurasia Foundation.

    PIBEL's Director is Prof. Barry E. Carter, a leading scholar and teacher in international law who has also served in senior positions in the U.S. government.
