Profile:

Stephan lobbied for the American Civil Liberties Union (ACLU) on health care reform and reproductive rights during his Fellowship year. He is currently the United Jewish Communities’ Managing Director for National Agency Relations and Public Policy.  Previously he served UJC as Senior Director of Government Affairs where he worked to provide service to Jewish Federations and expand their capacity to access health and human services funding and as Legislative Director, supervising UJC’s advocacy related to health and long-term care, not-for-profit tax, housing, budget and appropriations, and family issues and authored a UJC publication, “The Continuum of Care in the 21st Century -- Helping Federations Meet the Needs of our Jewish Elderly.”

Prior to joining UJC in 1999, Stephan was the Legislative Counsel at the Alliance for Justice and Director of the Alliance’s Judicial Selection Project, where he worked on protecting the rights of not-for-profit organizations and on judicial independence issues.  Stephan has also worked for the Federal Election Commission as an enforcement attorney.  

Stephan is a volunteer in a number of community activities and is currently a member of the Arlington Public Schools Budget Advisory Council and a board member of the Arlington Emergency Food and Shelter Board.  He served as the Vice Chair for three terms on the Arlington Human Rights Commission.  Stephan received his B.A. from Wesleyan University and a J.D., magna cum laude, from American University.   He returned to law school and became the first person in this country to receive a Masters in Laws in Law and Government from American University.
