Hastings; LL.M., Georgetown; LL.M., Georgetown<\/p>\n<p>Dave Rapallo joined the faculty as Clinic Director after spending 23 years in high-level positions in Congress and the White House.\u00a0 For the past decade, Dave served as Staff Director of the House Committee on Oversight and Reform under then-Chairman Elijah E. Cummings and Chairwoman Carolyn B. Maloney.\u00a0 He supervised a team of more than 70 attorneys, investigators, legislative experts, and communications staff, as well as the Committee\u2019s five subcommittees, and oversaw a broad range of legislative efforts.\u00a0 During President Barack Obama\u2019s first term, Dave served as Senior Director and Counsel for Legislative Oversight at the National Security Council, working directly with the offices of the Chief of Staff, White House Counsel, and Legislative Affairs.\u00a0 Dave previously served as General Counsel on the House Committee on Energy and Commerce and as Chief Investigative Counsel on the Committee on Oversight and Government Reform under then-Chairman Henry A. Waxman.\u00a0 Dave has served on or advised several special committees, including those investigating the events of Hurricane Katrina, the attacks in Benghazi, and the coronavirus pandemic, and he served on the House of Representatives\u2019 team during the impeachment of President Donald Trump.\u00a0 Dave also served as one of the Clinic\u2019s first Teaching Fellows in the 1990s under the Clinic\u2019s founder, Chai Feldblum.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Courtney French\u00a0<\/strong><br \/>\n<em>Visiting Professor of Law; Deputy Director of the Federal Legislation Clinic<\/em><br \/>\nB.S., Duke University; M.S. in Social Work, Columbia University; J.D., Harvard Law School<\/p>\n<p>Courtney French is a Supervising Attorney and Deputy Director of the Clinic. Before joining Georgetown, she served as a senior counsel for the House Committee on Oversight and Reform. During her time on the Committee staff, Courtney served under Ranking Member Henry Waxman, the late Chairman Elijah Cummings, and Chairwoman Carolyn Maloney. In addition to her Congressional service, Courtney worked as an attorney representing children in neglect cases in the District of Columbia. She began her career as an associate at Gibson, Dunn, &amp; Crutcher LLP in Los Angeles with a focus on litigation and appellate law.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Annie Hillman<\/strong><br \/>\n<em>Clinical Teaching Fellow<\/em><\/p>\n<p>Annie Hillman is a Teaching Fellow and Supervising Attorney in the Federal Legislation Clinic. Prior to joining Georgetown Law, Annie worked at Sidley Austin LLP, where she specialized in investigations and government enforcement actions, particularly those involving white collar and securities matters. Annie also has served as an associate counsel on a presidential transition team and volunteered with multiple political campaigns, with a focus on voting rights issues. Earlier in her career, Annie clerked for the Honorable Amit P. Mehta on the US District Court for the District of Columbia. Before law school, Annie served as a Policy Fellow at a New Haven-based think tank.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Anna Harty<\/strong><br \/>\n<em>Office Manager<\/em><\/p>\n<p>Anna serves as the office manager for several programs at Georgetown Law. She handles the day-to-day administrative operations of the Domestic Violence Clinic, the Federal Legislation Clinic, and the DC Affordable Law Firm LL.M. Fellowship Program.
