B.S., Ohio State; J.D., cum laude, Toledo. Professor Beard is Senior Technician Reviewer and Significant Bankruptcy Case Coordinator for the Office of Associate Chief Counsel, Procedure and Administration, of the Internal Revenue Service. He has focused on bankruptcy law and the Service's bankruptcy procedures and drafted revenue rulings on the setoffs in bankruptcy, the res judicata effect of bankruptcy on innocent spouse relief , and a revenue procedure on requests for determinations of the tax effects of proposed Chapter 12 bankruptcy plans. Professor Beard taught at the Service's Bankruptcy School for attorneys in 2003, 2004, and 2006 and lead the school in 2007 and 2008 . He has been awarded as one of the top 10% of the Chief Counsel instructors.
