He was previously a partner with Manatt, Phelps & Phillips, L.L.P. , Deputy Chief of Staff to the Vice President, Chief of Staff and Chief Counsel to Representative Christopher Cox (CA), Staff Director, U.S. House of Representatives Select Committee on U.S. National Security and Military/Commercial Concerns with the People’s Republic of China, Senior Attorney, American Automobile Manufacturers Association, Deputy Assistant to the President and Deputy Staff Secretary, General Counsel for the Peace Corps, and Acting General Counsel, Deputy General Counsel, and Associate General Counsel for the Department of Transportation. Professor McGrath was also Special Counsel, Office of the Secretary of Defense, Associate Counsel to the President, an Attorney Advisor, Department of the Treasury, and a Special Assistant U.S. Attorney for the District of Columbia.
