Professor Glaser serves as Chief Counsel to the Loan Programs Office of the Department of Energy, the largest project finance lender in the federal government. LPO is responsible for a portfolio of more than $30 billion in project finance and other loans for innovative alternative energy projects and advanced transportation vehicle technology projects. Previously, Professor Glaser practiced at Haynes and Boone, LLP, where he served as managing partner of the Washington office of the firm and firm-wide Head of the Projects practice. In private practice, Professor Glaser focused on project finance and project development transactions, as well as joint ventures and mergers and acquisitions, involving project or special purpose companies. 

Professor Glaser is widely recognized as a leading practitioner in the field of international structured and project finance by Chambers and Partners, Best Lawyers in America, Who's Who in Project Finance, Washington, DC Superlawyers and other peer-reviewed guides to legal practitioners. Professor Glaser previously served as Executive Vice President and General Counsel of OptiGlobe, Inc., a leading Latin American internet data center company, and Associate General Counsel, Investment, of the Overseas Private Investment Corporation.
