Koukios is a partner in the investigations and white collar practice group at Morrison & Foerster LLP in Washington, D.C. Before joining MoFo, Professor Koukios worked at the U.S. Department of Justice for over a decade, first as an Assistant United States Attorney in Miami, Florida, and finally as Senior Deputy Chief of the Fraud Section in the Criminal Division of the U.S. Department of Justice in Washington, D.C. During that time, Professor Koukios tried over 20 federal criminal jury trials, involving offenses such as arms trafficking, violent crimes, and economic crimes. Professor Koukios was a lead prosecutor in two Foreign Corrupt Practices Act-related trials, United States v. Esquenazi and United States v. Duperval, for which he won the Assistant Attorney General’s Award for Distinguished Service. From 2010-2011, Professor Koukios served as special counsel to the FBI Director, advising the Director and other FBI executives on criminal policy issues. Before joining the Department of Justice, Professor Koukios was a litigation associate at Kirkland & Ellis LLP and served as a law clerk for then-U.S. District Court Judge Edith Brown Clement in the Eastern District of Louisiana, assisting the judge on several civil and criminal trials. During law school, Professor Koukios was a member of the Harvard Defenders, representing indigent defendants in criminal show cause hearings in Massachusetts state courts.
