Joan M. Bondareff is an experienced lawyer and leader in marine and environmental law. She presently serves as Chair of the Virginia Offshore Wind Development Authority (VOWDA) and was the Chief Counsel, U.S. Maritime Administration. In addition, she has extensive Congressional legislative experience, as Majority Counsel to a House Committee; General Counsel of two non-profit organizations, Chief Counsel of a federal agency; Senior Counsel to a House Committee; and Energy and Environment Co-Team Leader of a major Washington, DC consulting firm.
Professor Bondareff is a well-recognized speaker on maritime law, renewable energy and offshore wind. She also taught U.S. constitutional law as an exchange professor in Warsaw, Poland.
