Sarah Garcia is senior counsel with the minority staff on the Senate Homeland Security and Governmental Affairs Committee, the Senate’s primary oversight committee. In her senior counsel role, Professor Garcia manages the governmental affairs portfolio and oversees the work of Committee staff on issues ranging from veterans affairs, the Census, acquisitions, whistleblower protections, among others. Her work includes conducting investigations, coordinating hearings, and developing policy solutions to issues identified through Committee work. Prior to joining the Committee, Professor Garcia worked on special projects and constituent issues in the office of U.S. Senator Jeff Bingaman. Before coming to Capitol Hill, Professor Garcia was a criminal prosecutor in New Mexico where she handled cases involving homicide and crimes against children. Professor Garcia received her Juris Doctor from American University, Washington College of Law and her Bachelor of Arts in history from Boston College.
