In a 1978 speech at Howard University School of Law, Marshall<\/i>\u2014<i>never at a loss for words or advice<\/i>\u2014<i>described the critical element to protecting democ-racy: \u201c[I]n order to keep it,\u201d he explained, \u201cyou can\u2019t stand still.
