Josh is a navy veteran of eight years’ commissioned submarine service. He graduated in 2013 with merit from the U.S. Naval Academy, earning a Bachelor of Science in History while minoring in Russian. As a midshipman he traveled to Russia and Ukraine for language study, including a semester abroad at NovaMova School of Languages in Kyiv. After graduation, Josh completed nuclear propulsion training and reported to the USS Alabama (SSBN-731). He served as Main Propulsion Assistant, Tactical Systems Officer, and Quality Assurance Officer during four deployments to the Pacific.

At Georgetown, Josh is pursuing joint degrees with the Law Center and the Center for Eurasian, Russian, and Eastern European Studies. His academic interests include regional history, modern energy infrastructure, and the development of the Russian literary tradition under communism. He speaks and reads Russian.

Josh is married to the former Kimberly Laser. They live in Southern Maryland with sons
Jack and Whitaker. In his free time, Josh enjoys reading, chess, and rifle marksmanship.
