Through a series of laws and judicial decisions over the last several years, the government has steadily and systematically closed civic space, engaging in widespread repression and persecution of human rights defenders, journalists, and members of the political opposition. This repression accelerated significantly after January 28, 2024, when Venezuela’s Electoral Council declared that Nicolás Maduro had been re-elected as president despite substantial evidence to the contrary. Human rights groups saw more than 3,000 people be sent to prison between July 2024 and December 2025 and, as of the end of March 2026, there are still more than 500 political prisoners held by the state.

Following the removal of Nicolás Maduro from power, Venezuelan civil society groups are working together to lay out a roadmap for a genuine democratic transition in their country. As part of this process, they are calling for a critical review of laws and policies that have been used to impose harsh prison sentences for any media the government deems “intolerant,” criminalize support for sanctions against the state, and restrict the activities of NGOs. Unless these measures are repealed or declared unconstitutional, they will continue to pose a serious threat to the civil and political rights of all Venezuelans, enabling political repression, media censorship, and restrictions on free association.

To support this effort, Georgetown Law’s 2026–2027 Human Rights Advocacy in Action Practicum will partner with Movimiento Vinotinto, one of Venezuela’s premier human rights organizations.
