Vicka also worked on national and international legal accountability at the Brookings Institution, examined military uses of artificial intelligence at the University of Cambridge, and collected legal data about prisoners of conscience at PEN America. She holds an MPhil in International Development from the University of Cambridge, where she was a Gates Cambridge Scholar. She previously graduated summa cum laude from Georgetown University with dual BAs in Government and Justice and Peace Studies, and was selected as the valedictory convocation speaker.
