During his two decades at USTR, he played an important role in the development of U.S. trade policy, particularly in the emerging field of trade in services. He subsequently served as a Distinguished Professor at the Monterey Institute of International Studies and as Senior Advisor to the President of the Overseas Private Investment Corporation.
