Williams<\/strong> is a former senior official of the GATT Secretariat who played an important role in the administration and development of the multilateral trading system. He served as Director for Non-Tariff Measures and as Secretary of the GATT Ministerial Conferences, working at the center of the organization\u2019s policy and negotiating processes.
