The BIA, as \u201cthe\u00a0highest administrative body for interpreting and applying immigration laws,\u201d\u00a0has \u201cnationwide jurisdiction to hear appeals from certain decisions rendered\u00a0by immigration judges\u201d and certain Department of Homeland Security\u00a0(\u201cDHS\u201d) officers.1\u00a0Moreover, \u201cBIA decisions are binding on all DHS officers\u00a0and immigration judges unless modified or overruled by the Attorney\u00a0General or a federal court.\u201d2\u00a0As an administrative body, the BIA\u2019s decisions are entitled to judicial def-erence under Chevron U.S.A., Inc. v.
