And\u00a0since his election, a key part of the Trump Administration\u2019s executive agenda\u00a0has been to fulfill that promise. But after failing to receive the desired funding for the wall\u2019s construction, the President now seeks to proceed \u201cwith or without Congress.\u201d Usurping congressional authority, the President has declared the situation at the southern border a \u201cnational emergency\u201d that \u201crequires the use of the Armed Forces, triggering statutory emergency powers that allow him to redirect defense funds for \u201cmilitary construction\u201d to\u00a0use for construction of the wall. In doing so, Trump has abused his executive\u00a0authority to further his policy goals and poached Congress\u2019s power of the\u00a0purse.
