Holding degrees from the University of Heidelberg and Columbia University, he served as a lieutenant colonel in the U.S. Army&#8217;s Judge Advocate General\u2019s Corps, advised the U.S. Department of Justice on international law, and held leadership roles in the Federal Bar Association.
