To realize the promise of the landmark <em>Olmstead<\/em> ruling and the Americans with Disabilities Act and promote meaningful community inclusion for people with IDD and their families, we must understand how institutional bias began in the U.S. and how our economic investments over time have changed to reflect social conscious.
