Matthew Sparks

He received his A.B., cum laude, from the University of Chicago, double-majoring in Political Science and Russian and East European Studies, while also becoming fluent in the Russian language. He then received an M.A. from Stanford University in Russian, East European, and Eurasian Studies, before attending law school at Georgetown. Matthew’s research work focuses on the intersections between emerging technologies and national security issues, including legal authorities for the use of surveillance and the battlefield applications of emerging technologies. He is the author of a forthcoming paper in Air and Space Law, entitled “ASAT Weapons and Their Compliance with IHL and Environmental Law,” which examines whether the use or testing of anti-satellite missiles may constitute a violation of the Law of Armed Conflict as well as international environmental law.
